I think it would be obvious if it is true or not.

No, it should not.
If the person scammed and repaid all (became unlocked).
That person deserved it.
From what I've noticed, it is hard for a person to become unlocked after scamming.
That's all that matters.
Their past shouldn't haunt them forever.

Especially after all they have been through.

This is suggested almost daily... and it's always denied for the same reasons.

1. people would make false accusations (response from other users)
2. Always use a mediator & you won't be scammed (response from the mod team)

/end thread.
there is no point discussing it further because those 2 points i wrote are what will be the final say.
