This is 2009, I do strongly believe people would come back and change their vote on a topic, especially ones who are actually concerned with the idea.

I voted no, because in that 15 minute window they can honestly change their answer depending on which answer has the most votes. I believe you can always message a mod to change your vote.


But, if within that 15 minute window you cannot see what everyone voted for, I believe it sounds fair.
