no victim=the person that got scammed

Locked doesn't necessarily mean scammer.
But it can also be because still under investigation.
Therefore it would be irrelevant to post information regarding it.
This information should remain private to the user and admins.

If you reallllly want to know, just troll the scammers accusation forum and maybe you will find what you are looking for.

if someone is locked it's obvious.
It's either did something wrong or scammed someone and for that reason i will vote no.
