I couldn't agree with you more. If someone spams, they are given two verbals, then an eventual warn. People should be given lengthy suspensions, along with a warn. A one day suspension won't cause much of a problem for someone (but it will be an inconvenience). The key here is suspensions. Can nothing be done to compare the IP addresses of users in a quicker way?
Yup, suspensions is basically the best option. If you ask me, I would say suspensions are better then warnings, as you said its more of an inconvenience for the user. People don't learn from a pat on the back, pain causes change, its a fact.
