No, too easy for person A to go to person B and be like, hey gimmie a 5 and I will give you 10FG. Do that with 100 people and your rating will be a strong 5.

Exactly.

A rating would soon become something people trade for fg, and that's just one way to abuse it.
Ip restrictions make no difference to those who can change it in a matter of seconds.
