I see where you're coming from..
but I think there should be a double the rate fee.
1fg to 0.10 instead of 0.5
although, you're always going to be xfering at 1fg, it should still cost more.
Or even cost the same as you're xfering it for, meaning, an xfer costs x amount.
Let's say this:
If you xfer a tier 1 Item, its .50 fg
Tier 2, 1fg
etc.
Therefor making it expensive to xfer, whereas you could do it unsafely for much cheaper.
All the fg spent would, of course, go to the forum bank.
