For the normal spammers = Yes this would be good, they basically cant do the mass spamm anymore. And maybe they think about to lower their warns
and relax a while.

For the multi accounts spammers = Wouldnt really matter for them since they only make new multi accounts to spamm, but they will do that anyway even if this will implented or not.

And yeah if you have got so much like 50%-90% warn, then you really dont take any responsible for your warns, so yes then you deserve the post delay.

And its a good Idea, so Yes!

You could argue that people will just create more multi accounts, but they plan to do it anyways, so that's not really a feasible argument.

In my opinion this is a very good suggestion. Consider that in order to hit that high of a warn percentage you almost need to try for it, which means that something like this could reduce the spam and nonsense from those users.
