Assuming you mean the d2jsp staff? They are far too busy dealing with other matters to be checking the prices of items. And as far as price guides go, supply and demand make things hard to gauge prices. However, the fluctuation is more steady for Non-Ladder than Ladder, so a price guide could be plausible for just Non-Ladder. But, a user (probably additional users too) would have to stand up and dedicate a lot of their time to creating a price guide because not all the staff know the prices of items.

The guide for USCNL was removed because nobody updated it since 2010, and since then prices have changed. If there is to be an updated one, there would have to be a few users that get together and compile their knowledge to make the topic. As I've said, the staff are too busy with other duties to be price checking items or to be making an "official" price guide.
But even still, a price guide will merely be a compilation of opinions. What you do with those opinions is your choice in the end.

The price guide would be based off of the supply and demand pricing of the day the guide is posted, it doesn't account for future fluctuation of supply and demand, and so a price guide would eventually be rendered null unless actively updated (essentially daily; weekly tops).

And if people don't know, then it's just wrong to post an opinion. That will also ruin the price checking.
As said above, the supply and demand will eventually nullify any price guide that is made. Not to mention, price guides are going to be opinionated still because of supply and demand. They account for the supply and demand of every item, and make a pricing based on that; an opinion, in essence.
