Warn Suggestion #1: Be more strict with enforcing the rules by giving warns more often. I've seen users mass troll and never get warned, mass early bump and never get warned, ignore verbal warnings and never get warned, etc... Currently, it seems completely random. About a year ago, I got 10% warn for merely linking to an unauthorized outside page (the website had d2 trading forums, which made it illegal), when I was using it as a source for a Diablo 3 news story. I've seen posts where a user will get 10% warn for flaming, but in the same post, many other users said worse things and didn't get warned, etc...

Warn Suggestion #2: Make it more difficult for warns to be removed. Rather than just make the user wait "x" amount of time and that's it, they have to stop doing whatever they got warned for and make some kind of effort they are changing.

To make these improvements, it would also probably be necessary to have more moderators. Currently, the ratio of staff to members is bad. (For example, just check online staff users as of now, then check online overall users and compare. As I'm typing this:
14 staff members
3,106 overall users

That's 221 members for every 1 staff member online.

Here are two examples to prove my point:

Example #1

Jsp Name: Boltz

Link To Profile: http://forums.d2jsp.org/user.php?i=535668

Note: I've reported this same user in the past before for doing the exact same thing.

Violation: Mass spamming the same sentence over and over in the Diablo 3 forums:

This user already had 10% warn from spamming previously, however, recently his warn was removed despite the entire time he continued to spam. He never received a new second warn despite ignoring verbal warnings repeatedly.

This user used to have ~70% warn when he was an active d2 jsper. However, he stopped being active. All he would do log on to d2jsp to request a warn removal, then disappear for months and repeat the process and now he's down to 10%.

Well, I agree, often times you'll see multiple people spamming and the lesser offender will wind up with a warn and the heavier spammer will walk away with not even a verbal, it seems a bit pick and choose in that sense. They should at least both get a warn. As for #2, this is already existing in a way, but its mainly used for higher % warn people, although occasionally you see threads in the GH from people with 10-30% griping about their removal being rejected. I'm not really sure anything more could be done in that sense, except if the user is shown to continually violate the same rule he was warned for, he doesn't get it removed and gets his time extended.

For your 2nd example, I do think that is wrong, the user did nothing to right his wrongs and just simply stayed away as his warn simply melted off slowly.

In short, yes.

I think it's fine the way it is.

The decision / consequences is at each specific moderator's discretion. Each scenario is different so you have to handle it differently.

I think you misinterpreted my suggestions.

I'm not advocating a "no tolerance policy" where human judgment is removed and everyone just gets warned for anything, but rather, just simply be a bit more strict and consistence with giving warnings. And also, before removing a warning, actually check to see if the user deserves to have their warning removed.

I'm not sure I understand your logic. Why does the likelihood of a suggestion being implemented effect your opinion upon whether it should be implemented or not?

I think I speak for a lot of people besides the ones who will disagree(aka the ones this would affect) that somethin needs to be done. however this has been controversial for quite some time and tbh nothing will change. I don't need to give reasons why because they are obvious.

I voted yea to 1 the warn decrease is fine already.

probably won't happen tho. been suggested before.
