So, I've been thinking about getting a name change, but was thwarted because the only two names I want are already taken, one by an active user, and one by a clearly unused '04 account, found here: http://forums.d2jsp.org/user.php?i=121992

I suggest that there be a routine cleaning of unused named accounts like that, so that new users can get the names they want, and older users can change their name to a name they want. For instance, if an account was created in '03-'06, has 0 posts, 0 fg, and a last seen of >1000 days (a little over 3 years), the account should be deleted, because lets be honest, they aren't going to come back. Or maybe there could be a fee implemented to have the account deleted if it meets the specified requirements when a name is chaned. This would free up the name supply and make JSP a happier place for anyone who wants a name change.

My friend Skyy_4Life was looking to do a name change not too long ago, and was looking to change his name to Megan, in honor of someone important in his life. Well, here's a link: http://forums.d2jsp.org/user.php?i=55393. Big surprise, it's an 03 account that doesn't have any posts or fg, and hasn't been seen in thousands of days. He also looked for other names, but they were all taken and he decided to just give up on the name change.

The only reason you said no is because there isn't a name that you want already taken.
So don't even vote.

Deleting accounts just for someone to have a different name is completely unjust for the older user

IFFFFFFFFF they come back, an email should be sent to the email they had registered to the account, so IFFFFFFfff they come back, they can re-claim their account (but re-name it)

but there's still that chance, isn't there? No matter how infinitesimal that chance may be, it's existence justifies that accounts shouldn't be deleted.

A question for you: why aren't accounts with "banned" groups deleted?
