You would use memory 9es, you missed what I said.

Any real pvper would go for max ES level, (i.e using memory)

So since you don't get the benefits of the stats themselves when on offhand, this is super good because you switch to off hand, use CTA and then use chilling armor and energy shield? So you don't have to put any points in the skill tree for those, yeah?
