this ring would be extremely valuable even on old d2.. it's incredibly hard to get these stats, yes it's a pvp ring (so having this ring on d2r when it hasn't been mass botted to extinction/ no imports is a big deal)
the way d2r works we can basically use one ring on multiple characters because it's so easy to swap items in shared stashes, this increases the value of a single good ring because of it's flexibility
The ring is worth whatever someone will pay.. I turned down a 15k offer as it really isn't that much. 40k is a number I came up with that I'm willing to sell the ring at.

and I feel like sin will be the best pvper in the game on d2r because of changes to WSG
