10% FHR absolutely exists lol what are you guys smoking

it's actually a mildly cute way to get some pseudo-IAS on a merc since the FHR converts into faster resuming of attacks after getting hit
the 10fhr alone skips from 15 to 13 frames on an a2 merc; ofc you can just use a 30fhr helmet like gface for mercs, which is way easier to hit breakpoints with

combining a 10fhr 3os circlet with a 24fhr AP + 4x 7fhr/damage/resists jewel, you can hit the 8-frame recovery mark (62fhr) on a merc, for what it's worth
it'll rarely be better than just jamming 15IAS jewels in there mostly, unless you're already hitting max frames (i.e: Fana from Beast, or some such thing).

I messed with a dumb theorycraft idea a while ago, with a 62% FHR/max attack speed A2 Merc using eBOTD GT + Fana from Beast. Keeps 4.55 hits/sec through Holy Freeze.
