Looking for $40 to buy the Lord of Hatred expansion

Can anyone answer a few questions I have?

In the past, I had the previous expansion gifted to me, but had to wait 3 days as friends before it was available to gift. Is that still the process? Are you able to xfer bnet balance instantly? or is it a 3 day waiting period for that too?

All gifting is a 72 hour wait when adding a new friend.
Doesn't matter if balance or game.
