Since its a game gift (not balance) I think currency difference doesn't matter, but correct me if I'm wrong.
EDIT: Currency matters only that it has to be a purchase and can't be done using your Balance, because Balance gift works only in the same Region regardless if you are gifting balance or a game.
Gifting the game to me using Balance can only be done if you are in Europe

Offering 8900FG for Vault Edition
EDIT: Offering 7000FG for Standard Edition (reason Vault is not available to gift at the moment)

Can also buy 90EU blizzard balance for 9000FG (same rate as I purchased in April and May for both Steam and Bnet)

It would appear that the standard edition can be gifted, but the vault edition isn't showing the option?
