Don't see how it would be any different than gifting a deadlock key or battle.net/steam gift.

It is tied to email address I believe; which is tied to your 'Tempo' account, similar to a battle.net/steam account email.

I would just split the difference with what steam balance is worth. If $100 steam usd is 15,000fg. Then $33 would be 5,000fg. So I would offer you the key for 2500fg.
