Yep apparently central banks cannot do anything against this, I wonder how that works. Could be that all available tankers are filled already and there's literally nowhere to go for that oil.
In America we are a few weeks, or less, from having our storage capacity totally full. We have refineries that have to store excess oil in the pipes to the storage tanks because the tanks are over full.
Still, you can't shut down these facilities because they are designed to work constantly and shutting them down effectively ruins them.
