They may not even need it.
Something being stored at -80°C doesn't mean it instantly degrades at -20°C or at 0°C.
Usually if you are storing something biological for 2 years it's gonna be at -80 or colder, if you are storing it for months you can let it sit at -20, and for at least a few days in a regular freezer.
As long as it comes off the truck at -80 and never unfreezes I doubt it'll be an issue as long as it's used within a few days.
The "rule of thumb" is things happen twice as fast for every 10 degrees you heat it. So something that lasts 2 years in a -80 will last 11 days in a -20, and will last a few days in a regular freezer, and should be used immediately after you bring it to room temperature.
