It has been a very long time since I've played D2 but I remember that was some kind of program or whatever where you could create a brand new character at like level 99 and choose its stats and what not. i can't remember what it is called or if it even still exists. Is there anything currently like this?

Open diablo II -> Other multiplayer -> TCP/IP -> JOIN GAME -> TYPE IN D2GA.NET -> Once in game, type .setlevel 99 -> go to act3 and use the vendors to gear up.
