is this game still possible to create custom single player mods?

i personally am having an unknown and new issue with custom changes to my d2_patch causing crashes.

something seems off as to my belief nothing has patched or updated in years.
everything functioned fine as of a few years ago when messing around with single player mods.
even a minor change to a text string, any change, will bring a crash.
