They should have buffed spells, but the reality is they released the game before it was balanced. BE was broken and shouldn't have been in state it was in.
Much easier for them to ruin 1 skill than buff everything else in the game, they're idiots. Not defending that. I'm just saying that BE was an example of how bad this game has been

but are u happy now ? you can't play multi (technically you can but its not enjoyable enough, and BE got destroyed ?
Most builds I saw were using BE, even if it was to apply ailments or just add a source of more damage (even if it wasn't the main source of damage for them)
