Just go to act 5 Control blocks and summon them there. And if you want to summon them before you get there, i suggest you just wait couple levels before doing so, becouse your spectres will be dying unless u have hp % gear or a lot of tanky stuff for minions in your passive tree. So just go with skeles/zombies/srs to act 5 and then swap to spectres
