Try downloading d3d9.dll off of newvegasnexus, the most popular fallout/oblivion modding site on the net, this should fix your fps drop rates, it fixed my npc lag. Also, if you have SLI, disable it. This can cause slowdowns. Another thing, try changing the anti-aliasing to 4 instead of 8, I had to do that because for some reason on 8 it gave me terrible fps drops and I have a very high end system. Turns out a lot of problems can be fixed by turning the anti-aliasing to 4, according to what I've read online. If all else fails, definitely try the d3d9.dll. Great game, but very poorly coded. Although I must say I had far more problems on Fallout 3 than New Vegas.
