does a 3bo cta and hoto give you +7 total due to all skills on the cta? or is the 3bo max including the +1 all skills?

3bo cta + hoto is +7
4bo cta + hoto is +7 too

though 2x hoto would be cool for bigger mana pool + 8 frame tele speed if desired. could take a 3bo cta too. + 2x random hoto
