Typically (and i am sure most on here would agree), anything under about 60-75% of any max stat is classified as a skillable item, unless a heavy or level 45+ item.
heal mastery as an example from your posted item.... used to work well, however a former update killed it, so it is not as desirable anymore, essentially making heal mastery a moot and useless stat.
max stat on EE for your level 20 item is 140% Enhanced Effect, which would fetch 1k fg easily to start... EE being desirable
when paired together items can be worth A LOT more. EE, dex/str/int, max life/mana, life/mana per attack/kill, ot if you have selected a specific casting class (ice/earth/wind/light ~ heals) mastery to said class is a bonus on the aforementioned desired stats
in response to your original pc.. i agree with alexis that this is only worth maybe 1-2fg as a skiller as rolls are on the lower end.
