Welcome to classic! These could be a temp self use item because of the MF but to have sell value boots typically need a few of the following mods:

20/30 Faster Run
10 faster hit recovery
30+ single resist (not poison)
20+ dual resist (not poison)
gold find
Magic find
+Dex
+mana
