I don’t think you can get 20IAS and 20FCR on an item
you can but it rare on staffs and not sure on other items
Yes, it is possible to get 20% Increased Attack Speed (IAS) and 20% Faster Cast Rate (FCR) on a single staff in Diablo 2: Resurrected Classic (non-expansion).
Rarity: Getting both 20% IAS and 20% FCR on the same staff, along with useful skills is extremely rare.
