yes you can level on hell cs
but as my knowledge, doing 2/8 on LOD hell cs, takes 3 full clear of chaos sanctuary starting on entrance of cs to make 1-25, and total 10 games to make 1-60.

on classic you will need 7-8-10 games to make 1-25 it is a lot slower depends density of games. i tell you can make fast from 1 to 20 and then cow level normal difficulty ALWAYS gonna be best option on classic to make 20 to 25. takes 4 minutes in a 1/8 method. then the level GAP for fast leveling is 25, same LOD and CLASSIC, after 25 you fly leveling fast, dont matter if is just NMCS or HELLCS directly, after 25 the leveling is fast.

so 1-60 on classic probably 25 full clear instead of just 10 like LOD.

classic is fast 1-20 on hell cs, then slow 20-25 on hell cs, then after 25 is fast again.
recommendation: 20 to 25 make on normal difficulty cow level with raven claw bow and enchant in 1/8 takes 4 minutes to earn 5 levels 20-25.

Yep, done it many times.

I actually prefer to do it this way - because it boosts the experience of my level 91+ characters.

1-25 is pretty slow in Hell CS, it would be much faster to level to 25 in a normal chant game first.

best is normal cows until 30 or 25 dnt matter then maybe (opitinal tombs) then from 30 onwards do nightmare cs u get more and faster xp than hell at low lvl.....60 onwards hell is best but you can get 70 in nightmare

1-20 in cs is faster unless its shit runs. And then 20-25 in cows and back to cs.

Much slower than LOD but it will work. also, you likely wont find any pub games safe for any type of lower levels.
