Incorrect, you need ilvl from hell cs plus what char lvl +4

pretty sure imbue is based on clvl if its higher then ilvl, otherwise uses ilvl

so you could imbue at min lvl for quest and have whatever ilvl rare still

Kinda, to be able to hit max possible stats you need the better base say from hell CS vs hell cows for example. This gives a higher Ilvl base. You then add the base ilvl with the char level +4 . There's a chart and ratios somewhere here on jsp from like 2007. I have always had better imbues with highest base ilvls from hell cs / vs anywhere else. They way I understand it is you haver a better chance for higher % rolls on the higher white item then just any old white item of the same type as that's how it was originally coded in the game. This is my understanding of it but i could be wrong but have always done it this way and it seems to work out pretty well for me.

can confirm had a gg imbue from chaos on a lvl 50 char imbue quest. but that’s anecdote. would appreciate any deeper knowledge of the actual d2 classic code.

also remember can do 6 pskull for re-roll

It's only 1 roll after and you want to do that on your highest possible char. After the first roll its not worth it to do it again as it start to go backwards after first roll. So can only roll with skulls once and if its junk don't waste anymore, wait to find another base from hell cs or diablo. Diablo drop +90 would be able to roll twice but that's it after that.
