What map to get the EXE? Get it from a council member, a boss (including seals) boss in CS, or Diablo himself. It will average out quickly.

Feel free to use a hero editor in SP and test if you want to be sure. I've done battle hammers for testing. Highest I got was I think 176 max dmg. Did like 300 rolls.

What the AI saying is correct and it is what I'm saying. 41 is optimal because it puts you at the ilvl that has the highest chance to roll the affixes you want.
