Painted dueling dragons came out in tradeable crates a couple seasons back. This is possible

Just checked to confirm what your saying and they are still not available in crates... only Unpainted.

I'm 99.99% sure they are still shop exclusive. (There are no painted ones on the market and no listed price anywhere I could find)
