It depends what you are working on currently. Obviously if you are upgrading your weapons and are not planning to buy brilliant keys for 100% class rolls, keys could benefit you more. On the flip side moonwater stones are used for quite a few things such as crafting, dungeon resurrection dragons, and other things come 50 cap. I personally have 100 stones at all times then go keys.
