How much would it cost for someone to lvl my destroyer to 45?

No it doesn't. Game is fairly easy to level and you can do 1-45 on a weekend as a avarage player.

yes you can do 1-45 in a weekend but your still looking at 20+ hours

I'm pretty fast and i would need atleast 30 hours, maybe 25 if i don't have to farm dungeons for the right weapon to upgrade ( can skip this with a marketplace key )

Would be around 14-16k fg

Efficient leveling is 15 hours

That is with grinding solo in end zone, wich is not possible atm. (since there is people everywhere)
So you might have to add a couple of hours to that.
