I see people trading games all the time over in the Steam forum dont know why a Gift of this game would be "illegal". Anyways, If its illegal close topic and nevermind my bad.

There is accountability for that though, you can get proof of the gift and most of those people are reliable. Straight up purchase onto someones account has 0 accountability.

steam has an official trade platform that allows you to safely trade between users.
hence why the steam forum only opened up after the Trade system was implemented. (and the marketplace)

Credit card to FG is an illegal.
