only 2 claws I know of is fury and chaos both them lvl req are higher then 39
Chaos of Malice runeword. so chaos is the base RW, malice is the hybridized one.
Such as an Enigma of Peace, which is lvl req 29.
+ww skill pushes it over 30, but under 39.
