No, everything works randomly. When you mutate, you generate completely new item stats. Mutating is done by adding an item and essence of the same tier.

Everything depends only on luck. You can rework 1000 essences and not hit anything of value, and you can hit something in as little as 1 time. Using Magic Luck while mutating gives you a chance of item overspawn.
