Newbie here - I'm non ladder and I cant tell if trade posts are ladder or non-ladder -

Yes there is. It's fairly active for NL.

I responded to a trade post last night and the person wrote me back and said it was Ladder.

Unless he was in error and posted it in the wrong forum.

"softcore trading" is supposed to be all non-ladder? Or just some?

Pardon my confusion.

The sections are strictly seperated, "D2R Softcore Trading" is 100% non-ladder trading. Mistakes happen here and there but ladder items are not supposed to be posted there and will be moved to the ladder section if reported and/or seen by a staff member.

The answer is probably due to inactivity in D2 legacy and D2R hasn't been quite stabilized yet.
If I remember correctly JayzBoi was once repsonsible for it was on his own initiative.

It would be nice if took care of it. It’s really Wild West with the prices
