I had that issue on my previous and on my current Android phone.
Any ideas how to fix it? Battery saving on Chrome is disabled.

turn notifications off and back on. Should help

Tried it many times and never helped.
Any other suggestions? It's mostly sent when I use the phone and not when it's locked.

This has been happening to me lately as well although it has been better since I did some updating and cleaning up.
1. Force all stuck notifications in your settings panel
2. Remove all push notification settings
3. Log out of all devices (Do NOT logout if you can't remember your password)
4. Clear cookies/cache on all devices/browsers
5. Check phone OS for updates and apply if necessary
6. Update apps on phone
7. Check if desired browser push notifications are blocked by settings
8. Login on device you want push notifications and activate them

It could also just be due to poor connection issues based on my mobile experience but it's been better since I did all that.
