so yeah i spoke with a user gave him an offer he rejected my offer and gave me a price , both parties declined , minded my own business now he or she or it or whatever keeps spamming me with troll offers . i've reported a couple of times but no actions has been taken.

i usually go by the rule troll me and ill troll you 100 times but yeah dont want to get banned on jsp. so i'm doing the healthy thing of not trolling him. XD

any admins or mods that could please give him a warning ?

Message a trade moderator directly if there are multiple instances. Otherwise, report and ignore.

Just because you do not see action being taken does not mean there isn't any. It is recommended to not reply to spam as that is also considered spam and could lead to actions taken against you as well. As stated report spam, ignore the user and do not reply, and if it continues contact someone in charge of the subforum at the bottom of the report list with all the links.
