Hey Deadly,
The J in JMOD stands for Jewelers, all Jeweler items come 4os by default, the shield you have now is unfortunately not a Jewelers Monarch of Deflecting and there is no way to make it 4os, it has to be found with 4os in it.
Unfortunately you don’t have the highly sought out JMOD, more likely you have a simple Monarch of Deflecting which you can use the socket quest to get 1 or 2 sockets out of, if you wish. I wish you the best of luck in finding a JMOD and hope this helps:)
