Sounds like a windows issue more likely. Did you use DDU when you changed your graphics drivers? If not Google that and try that.
The first fixes to try for this would be
1. Open Cmd prompt as admin and run "sfc - scannow" checking for file errors. If there were fixes, restart pc and test. If no luck..
2. Run tweaking windows repair. If that runs and doesn't work post restart...
3. Do the DDU process
