Curious if any charm inside terror zone is good for rolling, or is it only from champions bosses uniques?

Depends on your character level, I’d always only reroll hell Baal or Diablo GCs regardless of the terror zone or not.

Anything dropped from a monster can be associated to the TZ level (and associated monster drop rules... +X for champ/rare/unique)

I have not tested if chest dropped GCs are impacted. Use TZ chest dropped GCs at your own risk.

Chest dropped GCs in TZs are not affected. Only the monsters are.
