Why do I see a lot of accounts with the following
Gold: Locked
Trader: Not Rated
But they have no warn either and aren’t banned so how is their gold locked?
Just curious see some people I recognize and that’s what their jsp looks like.

There are a variety of reasons users can become locked. Things like purchasing fg and the card bouncing back, not scamming users but doing illegal trades such as selling fg for $, etc.

Scammer tags are exclusively for people who have had a scammer accusation against them and been deemed guilty.

"Violating a site rule or policy may result in any or all of the following punishments: +10% Warning, Suspension, Forum Gold Lock, Account Ban, Account Disabled."

Locked is received by users for gross violations of the regulations. Such as, for example, theft or Scam. Not rated are regular forum users. As for the warn system, more information is available here:

Actually that would be "Scammer" I think. You can be locked for just billing issues to my understanding, which once resolved are immediately removed.
