Why??

New accounts can't post for a short period of time.

Welcome to JSP, as a new member you’re encouraged to read the site rules and get familiar with the site. As a result, your restricted from posting for your first 30 minutes or so.

Moving forward, you’ll have a longer post/message delay, but as your account ages, those flood timers will reduce to 30 seconds.

It was intended for new accounts to not be able to post in various sections immediately, this gives you as well as other new users time to go through the forum rules as well as the trading section rules which I totally recommend doing.
