Absolutely NOT.

I believe you are allowed to listen to the IRC chat, that's what the item shop bots were doing. You should be able to see notifications there then have your script send notification to your phone


(Don't know if it's still allowed, but if the shop bots are still going it should be)

Going on a few years ago though

Don't see why it wouldn't be allowed so that's your best bet instead of web scraping
