If you asking if there's somewhere to announce you can spend money on it, no there's not. You just need to check in and see the offers.

Check out the tool though, often times users post their offers and they are up for grabs via the donate for me tool. It only works one way though as where you can offer forum gold for someone to purchase a star upgrade for you.
