My friend just made a jsp account for bar and pub is there a particular rule on when they can participate / post in the sub forum? Or a particular post count they must have?

I read your post and it says your friends topic was closed right away which implies that he was able to post there with his fresh account.

So the information you gave me back there was wrong and your friend was able to make a post there now, maybe we can help you more if you link us to the closed topic.
