If somebody is harassing me via pm, who do I report that to?

Block and move on. Best thing you can do.

If they spam you in your trade topics, you can report that to a Trade Moderator.

You need to get his IP then you can locate his whereabouts then after you do go door to door finding this fkr and give him the 9/11
