why does posting a fake offer on a thread excuse spam and trolling?

99.99% of the time these people would not accept the trade if you pm them to accept their offer
why is this ok?

If you see someone breaking the rules. The best thing you can do is hit the report post button. And keep going. Each report is checked by moderators. Just because you can't see the action, it doesn't mean it hasn't been taken. On the other hand, you also cannot be sure that this person is not actually bidding for the item.

Submitting an offer is not spam in itself. Both sellers and buyers have the right to withdraw from the sale if it has not yet been completed. This is considered BM, bad trading manners but does not break the forum rules.
