I am currently banned and cannot connect online. It tells me "You have not been online in the last 30 days. Please start the game while online to check for any login agreements."

And I'm stuck in an endless loop. Even attempting to hit esc and play offline does not work. Any suggestions?

If you bought a game and it was advertised as a game you can play offline, but you still can't play it, it's called fraud. I'd try to get your money back. Since you were banned, it'll probably be a bit difficult though.

try login into bnet on the website an accepting the terms that pop up happens to me all the time hell half my wow accounts ask for password changes cuz they been inactive for so long lol

no terms popped up, I believe this is specific to D2R

People are saying to create a Shortcut to d2r.exe amd something about a firewall or turning off your internet connection when launching.

"Right Click your desktop > New > Shortcut

Browse to > “C:\Program Files (x86)\Diablo II Resurrected\D2R.exe”

Next, Name Shortcut and should be good to go."
